ベトナム国有の携帯電話事業者大手3者、基地局を共有

ベトナムの政府機関で電気通信分野の規制を司る情報通信省(Ministry of Information and Communications：MIC)はベトナムのViettel Group (軍隊工業通信グループ)、Vietnam Posts and Telecommunications Group (ベトナム郵便電気通信グループ：VNPT)、MobiFone Corporationが基地局の共有に関する基本契約に署名したと発表した。

情報通信省は指令第52号で通信設備の共有に取り組むよう定めるなど、電気通信分野の企業に基地局など通信設備の共有を促進してきた。

Viettel Groupは支店のViettel Telecom Corporation – Branch of Viettel Group (以下、Viettel Telecom)を通じて、Vietnam Posts and Telecommunications Groupは完全子会社のVNPT VinaPhone Corporationを通じて移動体通信事業者として携帯通信事業を行う。

そのため、Viettel Telecom、VNPT VinaPhone Corporation、MobiFone Corporationが基地局を共有する。

情報通信省の指示を受けてViettel Telecom、VNPT VinaPhone Corporation、MobiFone Corporationはベトナム全土で1,800局の基地局を共有する予定である。

ベトナムでは5者の移動体通信事業者が存在するが、そのうちViettel Telecom、VNPT VinaPhone Corporation、MobiFone Corporationが大手の3者で、ほかの2者は小規模にとどまるため、基地局の共有は大手の移動体通信事業者が参加することになる。

基地局を共有すると設備投資を抑えて整備の効率化を実現できるほか、基地局を設置する通信塔などを個別に建設した場合は都市の景観にも影響を与えるため、情報通信省は基地局の共有が望ましいと結論付けて基地局の共有を求めてきた。

Viettel Group、Vietnam Posts and Telecommunications Group、MobiFone Corporationが署名した基本契約は基地局の共有を具体化するための重要なステップと評価した。

なお、Viettel Group、Vietnam Posts and Telecommunications Group、MobiFone Corporationはいずれもベトナムの政府機関が完全所有する国有企業である。

Viettel Groupはベトナムの国防省(Ministry of National Defence：MOD)、Vietnam Posts and Telecommunications GroupおよびMobiFone Corporationは国家資本管理委員会(Commission for the Management of State Capital at Enterprises：CMSC)が完全所有する。

ただ、Vietnam Posts and Telecommunications GroupおよびMobiFone Corporationに関しては将来的にベトナム政府の持分比率を100%から50%以上かつ65%未満とする計画を公表している。
